Initiatives selected by the members of the budget Committee for implementation in 2016
A resolution of the city administration of Ulyanovsk from 23.04.2015 No. 2360 approved the regulations on the project "public budget for 2016". For the organization of work on realization of the project "public budget for 2016" by the Head of administration of Ulyanovsk city approved the Plan of measures for its implementation (hereinafter – action Plan).
In accordance with the action Plan was carried out the following activities:
- 22.05.2015 year draw was held to create a budget Commission. During the bidding campaign from residents of the city of Ulyanovsk has received 65 applications, of which were selected 15 people to work in the budget Committee and 15 persons in the pool of members of the budget Committee;
- 29.05.2015 employees of the Department of municipal administration USU has conducted training and explanation of order of formation and execution of the city budget to members of the budget Committee and members of the reserve;
- 05.06.2015 was held a seminar-introduction on the basic directions of activity of a city administration of Ulyanovsk and its structural (sectoral) units;
- 10.06.2015 held a meeting of the members of the budget Commission to make proposals in the framework of the project "public budget for 2016" - 10.06.2015 held a meeting of the members of the budget Committee, in which they were announced initiatives.
Under the terms of the project "public budget for 2016" member of the budget Committee, do not come to the meeting, automatically retires from the structure and replaced by a reserve member in the order established in the draw from those present at the meeting of the members of the reserve. Therefore, the composition of the budget Committee was clarified. A revised list of the members of the budget Commission published on the website of the Financial management in the section "people's budget".
The proposals of the members of the budget Committee voiced in the order they are received. During the meeting it was announced 26 action proposals.
Citizens ' initiatives were mainly related to the issues of improvement of Ulyanovsk, the development of cultural and leisure spheres of city life, education and creative development of the younger generation.
Received unsolicited proposals were sent for expert assessment in the following departments of a city administration of Ulyanovsk:
-Committee of housing and communal services of a city administration of Ulyanovsk;
- Management of education of a city administration of Ulyanovsk;
- Committee on Affairs of youth, physical culture and sport of a city administration of Ulyanovsk;
- Department of culture and leisure of the population of a city administration of Ulyanovsk;
Committee of a road economy, an accomplishment and transport of a city administration of Ulyanovsk;
- Management of external relations and interaction with mass media of a city administration of Ulyanovsk.
According to the results of the evaluation for each initiative was given an expert opinion.
Following the meeting, the budget Committee adopted a decision on the postponement of the implementation of measures on carrying out expert evaluation GRBS representatives, committees, departments of administration review proposals of the members of the budget Committee with 17.06.2015 on 23.06.2015.
until 23.06.2015 structural divisions of a city administration of Ulyanovsk has carried out expert evaluation of the received proposals;
- 26.06.2015 of the year a meeting of the members of the budget Committee to review proposals taking into account the expert assessments conducted by representatives of GRBS, committees, departments of the city administration of Ulyanovsk;
- 03.07.2015 year a meeting of the members of the budget Committee to select the proposals by voting in the framework of the project "people's budget in 2016."
The results of the voting generated a list of action proposals, selected members of the budget Committee for implementation in 2016.
All selected 16 proposals.
